U.S. Congressman Tom Emmer has reintroduced the Blockchain Regulatory Certainty Act (BRCA) alongside Congressman Ritchie Torres, aiming to provide legal clarity for blockchain developers and service providers. The bill, first introduced in 2023, seeks to prevent the misclassification of developers as money transmitters unless they handle user funds directly.
Emmer warns that regulatory ambiguity risks pushing digital asset innovation overseas, undermining U.S. leadership in the crypto sector. "The longer Congress delays," he asserts, "the greater the harm to American investors and innovators." The legislation is positioned as a safeguard for domestic blockchain development.
